Retreaded tires basically glue new tread on an old tire. This means that the retread is cheaper, but it is not as durable as a virgin tire. When a retread gets hot, usually due to low air pressure, it tends to come apart, sometimes violently. This is why you see parts of tires laying on the interstates. Retreads are not allowed on steering axles, because of their lack of dependability. Only virgin tires can be used on the steering axle (usually the front axle, but on some vehicles such as cranes there may be more than one steering axle. A blowout on a rear axle (especially with tandem wheels) is not as dangerous and is less likely to cause the loss of control than a blowout on the steering axle. This should give you a start. The advantages of retreads are that they cost less, and they allow tires to be reused, saving disposal costs.

you can't retread small michelin tires . the fact the tires were low on air for a length of time could have caused premature sidewall cracks or if car had been sitting a long time without moving. He may have replaced with new blemished tires or new to car & not actually a new tire.do you know the expression brand new second hand? another issue with michelin is that sidewalls are much thinner & even looking at campers for instance after sitting for any length of time it is normal to view sidewall cracks & are still plenty safe to travel with.

When I lived in Washington and Northern Idaho, I used recap snow tires on my cars every winter. Never had a problem. About 90% of all heavy trucks on the American highways today run recap tires on the tractor and trailer, and they run thousands of miles all over the country with no trouble at all. Yes, there are occasional failures, and you can find big chunks of recap rubber tires all over the Interstate highways in almost every part of the country, but the great majority of those failures are caused by operator error... Mostly failing to check and maintain proper air pressures in the tires. If recap tires weren't safe, you wouldn't find them on so many big rig trucks.

Please don't waste your money on retreads. I bought a set for my Chevy 4wd in 305/70-16 on Goodyear Wrangler cores. These are about a 35x12.50. I paid $100 each plus shipping and thought I got a great deal. Nope. They were not very round and wouldn't balance very good. They drove straight but rode rough and shook the truck. After 10K miles, I sold them cheap to a friend and shortly after, the tread peeled off 1 tire. No accident though. Whenever you see the rubber alligators on the highway, these are retreads that peeled off the big rigs.
