It was formed by the israeli bank leumi and the hungarian credit bank, supported by the hungarian national bank. It only operated for a short period of time because it only produced loss. By 1994 it had lost all of its own funds and the liquidation process started in 1995 and ended in 1999. The National Bank of Belgium is is owned for 50% by the Belgian state, it mainly works in service of the state (managing the finances of the state by the directions laid out by the ministry of finances) and represents Belgium in financial matters abroad. Banks such as this one aren't made to control finances, they are the ones that do the practical parts of the state finances.
